Nick Clegg Charged with Considering the West Lothian Question

The BBC reports that Nick Clegg will be in charge of 'considering' the West Lothian Question.

He will also be in charge of considering the "West Lothian question" - the longstanding anomaly which sees Scottish MPs voting on matters affecting England, but not vice versa.

The letter that I recently received from Nick Clegg's office tends to suggest that Clegg favours mitigating the West Lothian Question rather than answering it.

We recognise that devolution to Scotland, Wales and Northern Ireland poses difficult questions for the governance of England within the Union. I think it’s important to be honest about the fact that it is difficult to find an immediate solution. The idea of ‘English votes for English laws’ is extremely complicated to implement – particularly because many laws actually extend to England only in some parts, while covering other parts of the UK in other areas. Given the fact that changes in spending on English services which would be devolved in the rest of the UK directly affect the devolved administration’s budgets, it is also often the case that ‘English’ legislation actually will affect devolved issues outside of England.

We believe that we can only really deal with this question by looking at it as part of the wider political system. We need to do more, first of all, to give more power to people locally in England – so that they, too, have more control over their own affairs rather than being micromanaged from Whitehall. We want to give local communities real power over their health services and policing, through fairly elected local health boards and police authorities – as well as freeing the hands of local councils, removing power from Westminster and Whitehall. Ultimately, we want to move towards a federal United Kingdom – devolving power within England further and thus resolving this question.

Deeply concerning when you consider how committed the LibDems are to the "regions". We really need to organise in advance to demonstrate at the Tory conference.

Before people jump down my throat I hope the people of England do get the constitutional arrangement they want and deserve.

I agree with you Cornubian. If they don't stick to that pledge then you should go for their jugulars. Likewise Tory MPs should be held to account if they back down on English Votes on English Laws (after the party promised it for ten years).

Naturally, only true conservatives will address it. The rest will pay lip service to addressing it. If we could get some true conservatives in there,then there's a chance.

The UK goes to war to bestow

The UK goes to war to bestow democracy where none is thought to currently exist - supposedly. But Westminister is incapable of sorting out democracy for Englnad? Perhaps they should get themselves other jobs!

Amongst other things, Nick Clegg's Office seems to feel that English legislation being voted upon by English MPs only would affect the budgets of other member states. I don't see how that could possibly happen. If they settled for "English votes on English matters" all legislation would need to be within fiscal guidelines laid down by Westminster as currently happens. If they went for an English Parliament, all legislation would need to be within the fiscal guidelines laid down...well you get the idea.

I think politicians of all parties and from all members of the Union nations want to keep control of England because that is "all" they have left.

Target Nick Clegg

I believe any demo should be targeted at Nick Clegg and his Sheffield Hallam constituency. Perhaps Justice For England could organise something?

I also think that once the MP recall legislation has been passed, a petition in his constituency should be organised to have him recalled. Even if it's not successful in terms of the detail of recall, it would be a victory to get the required 6,800 signatures. This shouldn't be as difficult as some might think. There are Labour people, disgruntled Tories and Lib Dems, and of course students who are faced with growing tuition fees, Sheffield being a university city.

Now we know who's responsible for answering the WLQ, we should aim all fire possible at him.
